Appearance
Kudo is a short man with a large volume of hair kept in dreadlocks stretching down his back. He wore a gas mask over his mouth and appeared to keep one eye closed at all times, though the exact eye varies.

Kudo was one of the leaders who helped establish a hiding place for Kunishige Rokuhira after the Seitei War.[1]
Vs. Sojo Arc
Meeting after Sojo's death
On the 24th of November, 10 days after Genichi Sojo's death, Kudo attended a meeting of the Kamunabi leaders to discuss their next course of action. After Azami reported the deaths of Sojo and four members of the Anti-Cloud Gouger Special Forces, Kudo reported that Shinuchi's submission to the Rakuzaichi, which had originally been under Sojo's name, was still slated for auction, but with a new seller listed. Discussions continued and Kasen revealed Kazane's report which stated Chihiro Rokuhira, not the Kamunabi, had killed Sojo and retrieved Cloud Gouger.
Izaru then spoke up and accused Azami of knowing the truth behind the Chihiro situation, blaming the Enchanted Blades' theft on those who hid Kunishige and Chihiro after the war. Kudo shot back that they had only done so because people like Izaru wanted to steal the Enchanted Blades for their own purposes. Interrupting the argument, Kasen reminded the group that they had argued enough before and their mission was to retrieve the Enchanted Blades. After ordering for an internal investigation to be conducted sometime later, Kasen ordered for Hiyuki Kagari to be dispatched after Chihiro.[2]
Sword Bearer Assassination Arc
Leaders' meeting with Chihiro
Following the end of the Rakuzaichi on the 9th of November, Chihiro offered to join the Kamunabi, and was escorted alongside Hakuri Sazanami by Hiyuki and Tafuku into the meeting room where the leaders had gathered to discuss his proposal. The leaders recapped his proposal of transporting the Enchanted Blades to their bearers through Hakuri's Storehouse sorcery and Ichiki asked if Hakuri could demonstrate, but Tafuku stated he had exhausted himself over yesterday's events, Hiyuki also defending the potency of his sorcery. When the topic changed to discussing Chihiro's trustworthiness, Hiyuki spoke up again and voiced that Chihiro would not harm the sword bearers, as he only targeted evildoers.
Kudo and his colleague with sideburns next to him were impressed at the statement, but Izaru was not, standing and proposing they kill Chihiro to transfer his contract with Enten to a Kamunabi member instead. The meeting was interrupted by a Kamunabi member reporting Kokugoku Hot Spring, Sanso of Yoji Uruha, had been attacked by sorcerers with Enchanted-Blade-like spirit energy manifestations and a member of the Hishaku. Chihiro voiced that the Kamunabi needed immediate fighting power and proposed himself as their best option. Izaru was enraged and Kudo quickly shouted at him to stop, but Kasen decided to accept Chihiro's proposal before ordering him and Hakuri to locate and protect Uruha, though threatened that the Kamunabi would not give him free reign with the Enchanted Blades.[3]
Meeting after the events at Senkutsuji Temple
At 3:14 am on the 10th of November, the Kamunabi leaders met and Azami relayed Uruha and Samura's final conversation as overheard by Hakuri. Izaru was aggravated that Samura had betrayed them and Kudo mutedly lamented Uruha's death. The topic of Hakuri's current situation was brought up and Azami noted he was in intensive care to see if they could treat his exhausted sorcery. Kudo stated Hakuri had done a lot for them, and they had to realise their grasp on the situation was naive.
The notion of using Shinuchi was brought up but Izaru dismissed it given Owl's presence over Japan. He asked about the other two sword bearers and Kudo commented they had hid Subaru with his restaurant, his colleague with sideburns chuckling that Subaru would never stay in a location unless he could make sushi. The leaders decided to ambush Samura and the Hishaku when the time was right, and arranged Chihiro and the Masumi as a force against Samura.[4]
On the morning of the 14th of November, after Owl had disappeared, the Kamunabi leaders met and Azami relayed the Masumi's report that they had encountered Samura and three members of the Hishaku who had Kumeyuri with them. The Surveillance Sorcerer then reported that the Hishaku were attacking the Headquarters' barrier, and Kasen ordered for the barrier to be taken down around the first level to avoid battle taking place on the streets. Doing so, the Surveillance Sorcerer detected seven entrants, and the leaders quickly assembled a force to intercept them, Azami volunteering.
Kudo meets with the newly-awoken Hakuri
After the meeting, Kudo went down several levels to Hakuri's ICU, where Hakuri had just woken up. Kudo told Hakuri there was an emergency going on and asked if he could move. Hakuri replied he could do as required.[5] The two began moving outside where Kudo informed Hakuri that Chihiro was handling Samura and the Hishaku's attack was likely directed towards Shinuchi and the Master Swordsman. Kudo told Hakuri that his mission would be to transport the newly-resealed Shinuchi into the Storehouse so the Hishaku could not access it, adding that they had reinforced his damaged Storehouse sorcery using portions of his nervous system in charge of Isou, so while both sorcery techniques were limited, they were both still functional. The two proceeded to head towards Shinuchi's room.[6]
Kudo and Hakuri passed through the Kamunabi library on Level 2, and they heard loud sounds of combat from above, Kudo surmising Ichiki may have joined the fighting above as well. Hakuri was surprised that he was fighting given his unassuming physical appearance, and Kudo told him the leaders of the Kamunabi were all highly skilled (with Azami on another level altogether combat-wise) though he himself was not specialised in combat. He noted most of the leaders were aging though, and placed more hope in the newer elite generation currently fighting.
The two entered an elevator with Kamunabi instructor Ishihira, Kudo introducing Ishihira's role and the importance of education given the Kamunabi's low manpower. Ishihira showed the two a picture of his daughter Yuki before killing himself by slicing his neck open, branches rapidly pouring from his body. Kudo used his sorcery Warrior's Path to evacuate Hakuri through the floor just as the branches engulfed the elevator room, Kudo telling the falling Hakuri not to worry about him.[7]
One of the Kamunabi's traitorous elites later told Hakuri that Kudo had been killed.[8]
Abilities
Overall Abilities: As one of the leaders of the Kamunabi, it can be assumed that Kudo's proficiency in combat is notable. However, Kudo himself admits that while the Kamunabi's leaders were all skilled, he himself was not one suited for fighting.[9]
As a sorcerer, Kudo has accomplished the first stage of spirit energy usage, being able to use his spirit energy to strengthen his body to superhuman levels.
